Request for proposal - Integrated Marketing and Communications Agency

UKEL is seeking to appoint a Marketing and Communications Agency, which will be responsible for the marketing, website and digital, media relations and stakeholder relations aspects across two events it is responsible for staging in Liverpool in 2027.

The Agency will deliver multiple workstreams, with the aim of achieving specific, identified outcomes:

  1. Lead the Marketing & Communications function for the events

  2. Create awareness around the events

  3. Drive ticket sales & attendance

  4. Profile disabled athletes and artists through storytelling

  5. Provide visibility and recognition for our sponsors, partners and host city


The Agency will report regularly on each outcome as well as each workstream to each Event Director, with leadership responsibilities for the potential Marketing and Communications group, to include delivery leads for media operations, broadcast and brand*. The Agency will need to work closely with other functional areas of the event such as Sport Competition Managers, Spectator Experience, Accommodation & Transport and Workforce.


Given the nature of these events, accessibility, diversity and representation are vital and the event, its communications and marketing should all have a strong focus on these areas. All proposals should include information about the agency’s commitment to accessibility and inclusion so far and/or steps it will take in order to improve its knowledge and understanding about diversity and inclusion, particularly in relation to accessibility and disability. Examples of previous work that demonstrates the agency’s experience around accessibility and disability, their understanding of accessibility or disability and their recommended approach for this event would all be beneficial. It would also be helpful for proposals to include recommendations for engaging the local disabled community in the events.


It is proposed that appointing the same agency for two events, held in close proximity to each other, should enable efficiencies and learnings that will benefit both events and increase opportunities for profile and ticket sales. It would be beneficial if proposals could include recommendations on where these opportunities could be realised.


The Marketing and Communications Agency will be required to deliver a proposal for delivery of the following, including any required staffing:

  • Marketing

  • Website content and Digital

  • Media Relations and PR

  • Stakeholder Relations

  • Communications (inc. Crisis Comms planning)
