Request for Proposal: Accommodation & Transport Management, Volunteer Management

UKEL is seeking to procure services for two of its staged events in 2027:

• Inclusive Sport & Culture Festival

• IWBF Wheelchair Basketball European Championships

Accommodation & Transport Management

UKEL is looking to appoint a single provider, company or team to plan, source, manage and deliver both the local ground transport solutions and the accommodation management requirements across the two events.

This includes transport operations for athletes, officials, LOC staff, sports staff and VIPs, alongside managing accommodation bookings and hotel relationships for travelling teams, the LOC, key stakeholders, VIPs and technical officials.

All hotel requirements have already been secured by VisitLiverpool for both events with contracts in place, including agreed room rates and release dates.

Using the supplier’s industry knowledge, as part of the tender, UKEL welcomes feedback and recommendations on innovative transport operations and accommodation solutions that will work effectively across both events, with a particular interest in sustainable travel and efficient delivery.

Volunteer Management

UKEL is looking to recruit a Volunteer Management Agency to launch and deliver an inspiring and innovative Volunteer Programme for both events to attract a talented, diverse and engaged Voluntary Workforce to support the staging of these events.

Central to both events requirements are the delivery of a truly inclusive volunteering programme, providing more opportunities for disabled people from across the host region to volunteer.

Whilst each event will require its own distinct approach to volunteer management and deployment, it is our aim to deliver one programme across both events from the individuals perspective. i.e. they only need to submit their details once to volunteer across both events, receive common training information once etc.
